Mandatory e-Invoices in Croatia – Key Changes and How bizBox Helps You
Croatia is introducing mandatory exchange and fiscalization of e-invoices in B2B and B2G through certified providers starting January 2026. This is a significant change that will affect companies operating in Croatia. The aim of the legislation is to standardize operations, ensure greater transparency, and strengthen the digitalization of invoice exchange.

The law applies only to invoices issued and received within Croatia. Invoices sent or received from abroad are not subject to this law.
Key changes introduced by the law:
- From January 1, 2026: mandatory e-invoices for all VAT payers
- From January 1, 2027: mandatory e-invoices also for other taxpayers (income from activity, corporate income tax)
- Standardized UBL 2.1 format (CIUS HR) – bizBox ensures automatic conversions from eSLOG 2.0 to the prescribed standard
- Simultaneous reporting to the tax administration: every sent and received e-invoice must be fiscalized in the Tax Administration system
- Additional e-Reporting / e-Izvještavanje
- Publication of identifiers in AMS: ensuring connectivity between providers and companies
- Fiscalization 1.0 remains: the existing fiscalization system remains in force for retail invoices
What does this mean for businesses?

- prepared to receive and send e-invoices in the prescribed EN standard,
- technically aligned with the Tax Administration system,
- correctly linked with other stakeholders via AMS identifiers – provider confirmation in the FiskAplikacija
