Mandatory e-invoicing in Serbia
Other countries in the South East region of the EU are also slowly moving towards mandatory receipt of eInvoices for public procurement debtors. In 2019, Croatia joined the EU countries in the mandatory receipt of eInvoices, and this year Serbia is taking a big step into the world of electronic exchange of eInvoices.
Serbia had already scheduled the introduction of mandatory sending of eInvoices to public procurement obligors for 1 January 2022, but due to the unwillingness of all stakeholders, the deadline was postponed to 1 May 2022. Serbia will go one step further. As of 1.7.2022, economic operators will also have to be able to receive eInvoices, and as of 1.1.2023, the electronic exchange of eInvoices becomes mandatory for all, both for public procurement obligors and economic operators.

Serbia will exchange eInvoices in the EDI standard UBL 2.1 (EN), which is also one of the EU approved standards for eInvoices.
